For one things, multiple governments and corporations have to somehow agree on the rules of space structure, including rules and policy for such things as getting rid of space junk and traffic control.

Meanwhile, rules are essential as the glut of satellites are disrupting astronomy. More than 40,000 new satellites have been announced, but these are just a fraction of what could be in the skies.
